No. You have to collapse each filter individually. Unfortunately the panel will open with all filters expanded each time you open the Notes Tool.
There was some discussion about this during the Beta and I anticipate we will see something in a future release. That is just my own speculation.
Right now notes can be sorted based on the date created, date modified, or notebook. For me, this is not a big issue since we have the filters available.

If you have 100 notes on Genesis, shouldn't you be able to see then in order?
That seems logical and it was available in L7.
