I have upgraded to Logos 8 on my iPad. There are no notes. On my desktop, Windows, everything upgraded with no problem.
What am I missing?

Do you mean you don't see any notes in the Notes Tool - or that you don't see notes icon in your resources?
Please disregard, the notes are now appearing. I had given it about 2 hours and nothing had happened but they are now showing up.
