Base Package Upgrade or Wish List

I was wondering if I could get some perspective from others: If the price of your preferred base package upgrade was somewhat close to the price of your entire wish list, which would you choose and why? As I list the pros and cons I feel like I might be missing something.

    A wish list is more selective targeting.

    A salesperson may be able to discount your wish list.
