Library Focus Consistency

1. If I click the Library Icon I can immediately start typing as the "Find Resources" search field has focus.

2. If I open the Library in a New Tab or Open New Window then focus seems missing altogether.  

Problem: I open the Library to a new tab or window and start typing like mad, and my flurry of typing is all for naught.

Solution: Consistently set Focus to the "Find Resources" search field.

My Library panel never seems to have the focus however I open it. :-(
