Bug? Not what I expected when downloading an updated version of a public doc

I end up with two copies of the document, instead of the update overwriting the earlier version of the public document.

If those collections are used in guide sections, that means the old one has to be deleted, and the new one renamed to eliminate the (2).

Since I hadn't made any changes to the earlier version, is it possible for the software to determine that the updated resource collection should replace its earlier version?
