Interesting. I got this title as part of Reformed Bronze: https://www.logos.com/product/164974/encyclopedia-of-the-reformed-faith 

It download to my library, but it shows up on this list as "under development". Why is that?

I think FL leaves them marked this way to continue to allow others who are interested to buy it at a better price. Not sure how long until they ship it out to those who pre-ordered it and didn't get it in a package, but not forever. FL did this with L7 and perhaps before that, so it is something we've come to expect. Publish - release to base package buyers - release pre-orders.
