This set is offered in pre-pub for $129. I take it it's not the revised set which was published in 2008, right? In that case will the set be updated by Logos and will the update be free of charge?

Right, it's not.
In that case will the set be updated by Logos and will the update be free of charge?
Who knows? My guess is probably not, since it's a new work.
It's not pre-pub anymore. You can buy it and download it now.
No, it would not be updated. The new set is a "new" set of books, not an update. When you buy a set of books in a bookstore and years later they come out with a revised edition, you can't turn in your old copy and get the new one.
I would suggest buying the Expositor's Commentary for $129. It's a good price and a worthwhile set to have.
I purchsed this set a few weeks ago and I'm very satisfied with it. It's well worth the money

True, but it is hard to reconcile the "no upgrade" idea of electronic books when we've spent the last 30 years getting upgrade credit for our software.
On the other hand, I've seen some old books, that if sold, could raise enough funds to buy entire bookstores...
I've seen some old Logos resources - Barclay's Daily Study Bible for example - that if sold could more than buy Expositor's commentary and bring 4 to 5 times the original price. It is all supply and demand. These are resources no longer available unless someone sells you their licenses. It is supply and demand with those valuable old books, too.
I don't think I would be entitled to an upgrade on the new Expositors - of course, it would be nice to get some consideration.
