What became of "Excerpts from your library" on home screen; and why instead, so many ads for prepublications?
Excerpts have been removed. But Faithlife may bring them back

I don't think they did. I think your question is better asked as "why are so many useful features of L7 not yet converted to L8 on release?" I think this for example because the dataset behind the excerpts has not been removed.

We can interpret missing features in many ways. Here's the official wording "Resource excerpts: There are no longer resource excerpts on the Home Page. We’re exploring ways to show selections from resources in the future." Which hints that the Excerpts database may not be used!
I do hope this will come back. This is how I would find my next book to read/explore in my library. if I had known it wouldn’t be in Logos 8, I don’t think I would have upgraded from 7. Hopefully it comes back soon.

We won't get the UI back! Otherwise, I refer you to https://support.logos.com/hc/en-us/articles/360019175372 and words like "We’re not sure if we’ll bring this back or not."

Command fsd can be used in a collection, which can be dragged to become a shortcut (so can randomly open a resource in a collection)

Loved the excerpts. So many wonderful books in my library are buried and unknown.
I also very much miss the "what's new" feature that showed me what changed when there was an update.
