How do I get this to work?

The menu is invoked by clicking on the Verbum icon on the title bar. This causes the tool tip to change to

which flickers around for a bit then disappeared. I tried various keys in combination with the tool tip as it is often used in that contexts. But I couldn't find anything that implied either Move or Size were doing anything.

You mean the Windows System menu? It's on all apps. Move & Size are adjusted using the cursor keys, which can be quite handy when your application opens off screen.
