I see this listed as public domain in Logos. Does that mean I can print it out and or translate it to another language and freely give to an unreached people group?

I think you would be ok, based on what I read here: http://www.publicdomainsherpa.com/public-domain-books.html.
Only if FL changed or organized the text in some new way would it constitute a new work not in the public domain.
You might want to try emailing FL directly at permissions@faithlife.com
Anyway, I think you have a good question, and want to bump it to see if anyone else might know for sure.
