Why does Mobile App not work unless connected?

I love the mobile app and the recent updates. But when I go to the mountains where I have no wifi/data connection, the app is useless. Even downloaded books are not usable.

Why is this? Can the app work offline, like one would expect?

The app is designed to work online, with limited features offline. However, you should be able to read books, take notes, etc. There does appear to be some sort of issue for some users. Not quite sure what is going on yet.
