Notes on IPAD
On my IPAD, For scripture references, Notes only displays the Bible, not the chapter and verse. This makes it difficult to use. Is there a setting I am not finding, a known bug?
(It does display chapter an verse on my Mac and on my Windows box.)

Im not quite sure what you are describing.
As below I see full Bible references - are you referring to something else?

Here is what I see on my Ipad.
You can see in this case chapt:verse is missing.

I see what you mean
It looks like for notes taken by selection - linked to a portion of text - the associated reference doesn't show up in the "anchor" on the iPad whereas it does on desktop.
I have an idea it is a known problem but am not sure
Hopefully Faithlife will comment on this.

References for text ranges are not currently supported on mobile (or web). We have a case to support this for downloaded resources on mobile.

And do you expect the "downloaded" constraints to stay long-term? It's quite a limitation compared to previous versions.
