How does one copy a collection to a new one?
If I change the name it immediately changes the name of the collection that I am trying to edit instead of creating a new collection with the new name. Am trying to create different collections for the OT and NT for use in ‘text comparison’. If I have a Greek NT in my list and I try to use an OT reference I get a ‘no results found’ error

If I understand your question, the simplest way would be to create a new (blank) collection, then open the one you wish to copy and copy/paste the rule in the new blank collection.
Is that what you are after?

That is the easy part. Now how do I add all of the adds and remove all of the removes without starting over?
The adds and removes do not seem to copy / paste.

You could go here and duplicate the collection using the Duplicate option in the Action menu to the right of the collection you want to copy: https://documents.logos.com/?offset=0&sortType=Date&sortOrder=Descending&deleted=False&privacy=All&documentKind=resourcecollections

Why do you want to replicate the collection when you will get the same problem with an OT reference in a NT collection?
The problem with a collection in TC is that the first bible will be the base, and you will get a message if it doesn't contain the reference. You can get around that by having one collection with both OT and NT bibles. In TC, specify a complete bible and the collection (in that order). The complete bible can be in the collection (or not!).

Dave is right, you don't need more than one collection. You can have a single collection (e.g. "Comparative Bibles"), then simply have "ESV, Comparative Bibles" in the TC tool. Even if your ESV (or other) Bible is included in your "Comparative Bibles" collection, you won't have a duplicate occurrence since TC is quite smart. I regularly type in several short titles (which are included in the collection) in front of the collection name simply to have those appear in the order I wish. As Dave said, simply make sure to have a "whole Bible" Bible leading in order to avoid the "no results" issue.

First Bible is alphabetical (sorted by Title). Customizing titles by adding a prefix that begins with year causes oldest Bible to be first in my collection. Currently know of 11 Bibles enabled for New Testament Interlinear Text Comparison so use a custom collection.
Interlinear Text Comparison (TC) shows Bible Abbreviations (from online Faithlife Servers), which do not have my custom abbreviated title prefix. My TC alphabetical order is chronological (oldest to newest) due to custom title prefix beginning with year.
