I am quite curious about this scenario:
If someone possessed Logos 7 & Full Features set, and does not want to purchase a new Logos 8. Can he/she access all these features via Logos 8 Core Engine?

Yes.
That's been true since Logos4. I have L7 FF and will likely download 8.8 or possibly 8.9 (2020).
But your features just keep going along per version.
Just a quick clarification... Any features that you already own will continue to be yours. Any new features (that don't make it into the core engine) will not be added to your list.
