BUG: Error in resource status in Courses?

First, I see this which makes me believe I own most of the resources for the course.
Then I see this that makes me think most or all of the resources are locked
e
However, when I click on the first locked resource, it opens quite nicely. Therefore, I assume there is a bug in the display of the second page.
