Should clicking a note icon open a new instance of the Notes Tool?

This is with Logos 8.3 beta 3 on Windows 10.

In the screenshot below I have the Notes Tool open to a specific notebook with comments on Matthew's Gospel - there is a note associated with Matt 25:1-30, but there is also another note in another notebook.

Clicking that other note causes that note to be opened in its notebook in the already open instance of the Notes Tool - but the Notes filter and the tab title still shows the original notebook as being open.

I'm not sure what the correct behaviour should be but this seems confusing.

Is this expected behaviour, should another instance of the Notes Tool be opened to the new notebook, should the selected notebook change in the original instance of the Tool or something else?

    As you'll see, the notes list doesn't change and the note you selected is only visible in the editor. That said, I tend to think a new instance should be opened (especially if any filter has been applied).
