Ok am puzzled, reinstalling my laptop, the setup exe is telling me not enough permissions even though I have right clicked as suggested and said run as administrator...  Even tried checking it in compatibility settings

Any advice?

Do not run Setup as Administrator. That will create problems later on. Setup must be run normally.

Permanently delete Logos folders in C:\Users\Username\AppData\Local  e.g. \Logos, \Logos4, \Logos5. If you have a custom installation, also delete the Logos folders in the path where it was installed. Use the link to re-download Setup, and run it normally. If Setup requires Admin privilege you will get the usual elevation prompt to allow it (and it will request your Admin password if you are in a Standard Windows account).

EDIT: I note Mark's recommendation, but as you are re-installing, deleting the Logos folders will quickly resolve any permission issues.
