The 8.3 update trashed two of my existing installations and began downloading all files. I think it has to do with a legacy Logos 4 folder in AppData. I made sure to remove it for a reinstall.
The 'Logos 4' folder is where all your files are stored. If you remove it they will have to be (re)downloaded.
Where did you find the instruction to remove this folder?
How did you first attempt the update? Are the two installations in different Windows accounts? Provide more details.
Did you uninstall before the reinstall (with Setup.exe)? It is important to:
Either way, you will face a re-download unless you first backed up the Resources folder (you can Scan them in after the reinstall).

Admittedly I am working on a Mac so things might be different but when I get a program update for the most part it is almost seamless. It does not require uninstalling anything and only requires that the once downloaded the program is restarted.
If you need to uninstall Logos and delete anything manually in the windows scheme that would be a serious overhead.
Yes it is a pain to reinstall everything, but there is no Logos 4 folder in a completely clean install. At least I am not seeing anything. I removed everything deliberately because a completely clean install should be precisely that.

The OP mentioned deleting the \Logos4 folder "for a reinstall", because the "normal" or "seamless" update method trashed two of his installations.

I don't think the folder name was the issue. So you did two reinstalls to fix both your installations that were trashed?
OK here's my take
On the single Windows machine that worked fine when I updated to 8.3 has only a Logos folder. I did a clean install sometime back.
On the two machines that bombed, there were two folders Logos and Logos 4. So I decided to ditch both to reinstall on these two machines. Now there's just a Logos folder.
On my Mac, which I've had for nearly seven years and has never had a Logos reinstall, there is just a single Logos4 folder. It's updating fine at the moment. I've never had an update issue with the Mac.
I do suspect the dual folder as a possible problem, but It's just a guess. Certainly the name on the folder alone isn't the issue.
