Resources and Tools that are opened from a menu now open in the RHS tile instead of the LHS tile e.g. Program Settings, Notes
This behavior has not changed in 8.3. The location in which resources and tools open is not fixed, but instead can vary depending on what other panels you have open, the locations of those panels, and which panel is active when you try to open a new panel.
I haven't changed my layout, but tools now want to open in the RHS tile no matter what is open.
Posting a screenshot of your layout would help, since I'm completely unable to recreate this behavior.
I'm seeing the same behavior with daily devotionals opened from cards on the dashboard, which used to open LHS.

I'm not able to reproduce this. For me Program Settings and Notes open on LHS unless something is already open there, if there is already a panel open on the LHS then it will open on the RHS. This is the same behavior I reproduced in 8.2. Can you provide a screenshot or even a screencast? This might help us see what is going on.

What OS version are you using? On Windows uisng 8.2 when I open a Devotional from a Home Page card it opened on the RHS, this is the same behavior on 8.3. Was there a specific devotional you remember opening on the LHS? As I said I cannot reproduce this.

Program Settings and Notes open on RHS on Desktop v8.3 (used to be on LHS)
Laptop and Desktop have the same layout, but with different names (Laptop Study vs. Desktop Study). The last panel icon is for DBL Greek.
But Program Settings and Notes open on LHS on Laptop v8.3.
The NIV 2011 (in Command box) will open on LHS on both computers.
The layout you show doesn't have any of the panels you mention. Can you do a screencast showing how each is opening up?
I'm on macOS 10.14.3 using Verbum.
