Query about Footnotes in Print / Export function

In the current stable release (8.4) if you have footnotes disabled in a resource then when using the "Print" function from "Print / Export", footnotes are not printed.

However, with footnotes disabled in a resource, the "Export" function from "Print / Export" does export the resource with all its footnotes unless "Copy Footnotes" is set to "No" in Program Settings.

Is this expected behaviour or should both Print and Export work the same?

(The more I think about it, the more I think this is correct if not totally intuitive behaviour but I wanted to check!)
