BUG or Intended Behavior?

If I am studying a biblical passage, I often make separate notes on verses or groups of verses within that passage. I do not typically assign Bible notes to a notebook, as the reference facet enables me to drill down in the Notes Tool.
In 8.5 if I select a verse, right click, and select add note, the Notes Tool opens and creates a new note for that verse. If I select another verse or passage, right click, and select add note, it opens another instance of the Notes Tool and creates a new note.
The reality is by the time I finish studying a passage, if I created six different notes, I have six different instances of the Notes Tool open.
This is not the way it used to function. In the past, when I added an additional note the new note was created within the instance of the Notes Tool that was open.
Personally I do not like the new behavior. Is this a bug, or is this by design?

I'm not able to reproduce this behavior. When I create a new note it adds it to the instance already open. Can you created a screencast (video) so I can see what is happening?

The computer I was working on was running 8.5 B1. I thought I had upgraded to 8.5 B2, but had not restarted to finsih the install. After doing so, the bug no longer exists.
