UI scaling issue? "notes" within a clipping

\I have program scaling and content scaling both set to 100% in program settings. My display scale is set at 200% as recommended in Windows 10 on a Surface Pro 4. 

In this layout the "notes" button at the bottom of a clipping is hardly visible. If I click on the faint top of the button, the clipping rescales and the whole "note" bar becomes available.
