Resources open in random panels

This has bugged me for a while, but have never gotten around to asking about it:

When I open a resource from my library, there seems to be no rhyme or reason to which panel the tab opens in.  It could be a totally unrelated panel, and then I have to drag it over to another, or to a floating window that I'm trying to group open resources into.  This isn't a big deal if I'm just opening one resource, but if I want to do a particular study, I may need to open a whole bunch of resources.  Then it becomes a tedious waste of time to drag them all around as they open up.

Is there a way to direct which panel or window resources open into?  That would save some time and annoyance.

    I think that this is automated but I too have wished that I could designate where I would like a resource to open.

    If you don't already know, you can save one step by dragging the resource from your library directly to the location where you want it.
