Expand all the built-in highlighting palettes so that all the styles fill up more than one screenful in your Highlighting panel. Create a new palette. The highlighting panel scrolls back up to the top instead of leaving your new palette visible. This is annoying because then you have to scroll down to see it again to add a new highlighting style, which is the most common next step after creating a new palette.
EDIT: Also, creating a new highlighting style should keep it scrolled into view instead of scrolling back up to the top. 99% of the time when you create a new style you either want to apply it right away, or create another one within the same palette (which will be scrolled off the screen if you have several of the built-in highlighting panels expanded).
