A morph search in NA28 for
lemma:τέλειος WITHIN 15 WORDS lemma:νήπιος
does not return any results, not even this passage. It doesn't work no matter what number I put after "WITHIN."

Morph search and Bible search can't find results that span multiple verses. If you want to do that, you need to do a Basic search. This will require slightly different syntax. Try the following basic search:
<Lemma = lbs/el/τέλειος> WITHIN 15 WORDS <Lemma = lbs/el/νήπιος>

with the advantage that results can cross verse boundaries (select “Bible Text” instead of All text).You can use operators and lists #1 to #9.
lang:word is a manuscript search, where lang can be greek, hebrew, aramaic, syriac or a non-biblical language

It's the morphological analysis and language of the lemma.
Logos supports many different morphologies: https://wiki.logos.com/Logos_Morphologies The most common is the Logos morphology (indicated with the lbs code).
Each morphology has it's own set of lemmas.
The analysis code can most easily be determined by right clicking on a word in the resource, selecting the lemma in the context menu, and then choosing an "All resources" search. This will create a Basic search for that lemma using the full lemma syntax.
