Why doesn't the information panel work when floated?

Get a few of these bits that flash continually off to one side I thought.

(I know I shouldn't use the mouse to help follow the lines but it is a hard habit to break.)

So I floated the Information Panel onto my second monitor and it now looks nice and clean, doesn't flash its contents and gives me no information.

(Must try it with the wife!)
