That’d be news to me, as a resource-nth (eg 2nd ESV instance) parameter in a layout spec. But you may get lucky.
If you choose the Passage List from the Visual filters menu in the resource, it will be remembered when you reopen the layout.
But resource text can't be re-ordered to accommodate your Passage List order.
