Selecting Pre-Publications under Stores on the main page
This was coming up initially as Sort by Progress. I am seeing Sort by Newest and Progess is not on the sorting menu.

Looks like a bug from that menu.
If you just select pre-pub yourself while in the store, it works.
Desktop is Chrome. Mobile is iOS. Not seeing that option on either when trying to review pre-pubs.

I've reported this as a bug. If you set the language to "All", you'll then be able to sort by progress.
