They are more consistent than Beta 3, especially Copy.
I would only add that Copy: for a Reference should be labelled Copy verse:, as it is for a Selection.
I still do not understand the logic behind the order of the right side.
IMHO it would make more sense to group like items (Guides) together. I would also place the Share icons at the bottom of the menu. Add to Passage List and Add to Canvas should be placed below Take a Note and Community Note. IMO
I agree. I also find it difficult to understand the reasoning behind the order of the items.
I also wonder why Highlights and Notes are under the heading "Copy".

Philana has already spoken to this, I think in beta 1 thread. The menu provides (at the top) the most recently used APPLICABLE guide to the reference/selection? Others are then listed below. At least I believe that's what she said.

If that is what is intended, that is not the way it is working. The order the menu appears in my screen shot is the order it appears regardless of my usage history.

This has been fixed in 8.9 Beta 1.
