It can be difficult to activate the vertical scroll bar with the mouse pointer
The 'active' zone is just to the left of the bar (as shown) and extends to roughly that distance inside the bar. If the tip is in the middle of the bar, it does not become active, unlike other vertical scroll bars in the UI.
