Behaviour of Shortcuts

If you create a shortcut by dragging an open resource up to the shortcut bar, it stores the location you had open at that point in time. I don't know about others but the default behaviour I'd expect is that it opens to the same place as the active window. (As it did in L3)

It is possible to get around this by dragging directly from the Library menu to the shortcut bar, however I'd prefer this to be the default behaviour with the option of shortcutting to a particular passage as a customisation. How do others use shortcuts?
