Because the last two words of Philippians 4:9 match your second condition and so the verse is excluded from the results.
Graham, thanks for the reply. I saw that, but I guess I was thinking that because the search functions will highlight multiple occasions of a search within a single verse that it would differentiate occurrences of my query within the same verse.
Do you (or anyone else) know of a way to perform the search I'm looking for that would include situations like Philippians 3.9?

Try “BEFORE 2-2 WORDS” for the first term and discard the ANDNOT and following
