Why is Dionysius> Against the Sabellians indexed only to the manuscript level when it has paragraph numbers?

I assume you're right clicking and finding that information in the popup window that results.
The reference or "index" I presume you're seeing is the bibliographic milestone that generates the bibliographic citation in the "Citation" section of the information window. In that manner, it's a milestone reference similar to page number, Bible reference, or any other milestone but has a different purpose.
I'm not sure why we never created a data type proper for it. My hunch is that when Lou was creating all the data types for all the works found in ANF and NPNF he felt that since this was a fragment he felt it risky to create one.
