How To List My Personal Resource Tags?
Does anyone know if there is a way for me to list my personalized resource tags and maybe even edit them in the list?

If you have more than 30 tags (current limit on most sidebar facets), then the only way I can think of is to select all your resources in your library and have the info pane open.
There's no way to edit an existing tag in the list, but you could then use the sidebar to select the tag you're interested in, select-all again, and assign a new tag to all and remove the old one from all. Is that clear?

I got this to work today on my PC.
There is a tool, Logos Library Reporter, that once worked with the library catalog, but no longer is supported and thus doesn't work with the Logos 7 or 8 versions of the catalog.db. But the thread below indicates that you can work around that using an xml file that you can create from the library.
Bring up your library and select to export using xml. You will be prompted for a directory. Remember where you put it.
Get the executable code from this site, under the Installation tab: http://l4libreport.clark-tx.net/index.htm?doc=manual#
Install the software.

You can run a report that gives you a summary/detail of all your tags.

There is a way to get what you want using a tool, Logos Library Reporter, that is not longer being supported. It doesn't work with the Logos 7 or 8 catalog.db file, but you use the xml feature of the library export to create a file that the tool can use.

Then you can use the Report tab. There is an option, "Get all books by Tag". This will give you a linkable list of all your tags with counts.

You can open your library and sort by My Tags. You can then collapse all and have a list of your tags. You can open a tag showing all the resources, select all the resources, put in a new tag and then delete the old tag by clicking the X in the list as shown below.
