Question for Philana re: community tagging

Okay, I've finally put on my deerstalker hat and lit my pipe to do my best Sherlock Holmes impression for The Case of the Missing Community Tag Option.
- Too long a selection and it does not appear ... although the selection is the target from the Factbook not the name of the Factbook entry. I believe this has always been true.
- When selecting from the Table of Contents is where I get the inconsistent behavior - sometimes the option appears, sometimes it does not. This is where I am getting frustrated at being unable to achieve my goal.
- When selecting from standard text, the standard "unable to select" that is the result of treating a bibliographic title as a single "word" comes into play ... but I'm use to this quirk.
Are you able to share the mysterious rules that apply in the Table of Contents?

I was able to add a community tag, but I had to select more than one word. As I mentioned in a different thread it's a known issue. Could this be what you are encountering?
