Some Notes Not Syncing

I am having an issue with some of my notes not showing up in the text on my mobile app.  Notes that are attached to verses are syncing.  However, if I attach a note to a word in a text it is not showing on my mobile apps (ipad or kindle).   The notes are available by opening the notes file, but any notation or highlight is not showing in the text itself .  If I type a note in the mobile app on a word then it shows in my desktop but not visa versa.  Does anyone know what the issue could be?

    Try ensuring the resource(s) is downloaded to your device and then check if highlights / notes appear

    The resources are downloaded and the highlights and notes are checked to appear.  In fact some notes are appearing.  It seems that the recent notes that are attached to words or part of a verse are the ones not appearing.  If a note is attached to a verse then they are appearing.  It is not just one device they are not appearing on but all my mobile devices (iphone, IPAD, and kindle).
