I have been trying delete or modify the saved tab layout on my ipad and can't find a way to do it. I have tried swiping and long pressing, but no luck. I can't be the only person to ever try this.

I have been trying delete or modify the saved tab layout on my ipad and can't find a way to do it.
I'm not quite sure I understand your question. Do remove a tab, you swipe up on it and it disappears.
To delete the card from the homepage, click the three dots icon and then remove card
To change in the layouts menu, swipe-left and then choose the required option
