Bug in newest update when using multiple monitors and trying to move tabs to secondary monitor

I open Logos on my primary monitor. Open several windows. Chose to open one in a floating window.  I get a circle with a line through it when I drag the window to the other monitor. That floating window won't move to the other monitor.  Interestingly though, If I open Logos on my primary monitor I am able to drag Logos to the secondary monitor. When I open a resource it opens as normal.  When I chose to then open it in a floating window it automatically opens on my primary monitor and not the secondary monitor where Logos is. I am able to drag that floating window back to the second monitor where the main Logos window is. Once I do that though I am then unable to drag the window back to my primary monitor where it opened as a floating window. I can get the resource to go back to the primary monitor if I chose to Open in a floating window but I am unable to drag it there. This has happened since the 8.9 update I think.

    I should have mentioned that I'm running version 1903 of Windows 10 Pro (Dell desktop with 2 monitors).
