I'm not quite sure what you are referring to here. Are you talking about the label being "Copy Reference' instead of just "Copy"? If so, that's because the selection isn't a reference.
What tripped me up is that I wouldn't consider text a reference. A URL? Sure. A search? Iffy. But text?
If a lemma is a reference because it's a headword in a lexicon, then English words like "the" would be a reference because it's a headword in a dictionary.

We had some difficulty in picking labels for this. One challenge is if you select the milestone item in the context menu (for example, selecting the Bible reference when you right click in a Bible). For that scenario, you need a Copy option that involves copying the text of the milestone (the Bible text), but you also want copy options that involve copying the reference itself.
Given that you are copying the reference, rather than the resource text, there are a couple of formats that are supported. The Url and Search formats make a lot of sense, but it's tricky to come up with a name that communicates that you are copying the text representation of the reference as opposed to the text of the resource.
That's a longer answer, but consistency is actually the reason we use "Copy Reference" instead of "Copy". We need to consistently communicate the difference between copying the reference and copying the resource text.
