POSSIBLE BUG: Look Up Doesn't Use Prioritized Resource

I don't understand this behavior. I am working in a Hebrew grammar workbook. I need to look up a word, so I select the base consonants of the verb and select "Look Up." 

The help says:

Look up — The Look up command will open up your prioritized dictionary or lexicon.

These are my prioritized resources:

Clearly, HAL is ahead of DBL Hebrew.

However, DBL Hebrew is always opened first.

From this window, I can choose HAL from the list of parallel resources and it opens to the correct entry.

Does anyone know why this is?
