I think I understand now.
Logos offers the Life Application New Testament Commentary (www.logos.com/product/29777/life-application-new-testament-commentary). It is written by the same team that wrote the Life Application Study Bible notes but isn't exactly the same. The stand-alone volume has expanded commentary and notes. I'm not aware of the existence of an equivalent one-volume Life Application Old Testament Commentary.
The single NT volume isn't based on the study bible notes per se but on a larger, multi-volume set called the Life Application Bible Commentary Series (www.logos.com/product/29777/life-application-new-testament-commentary). Despite the word Bible in its title, the collection is currently limited to the New Testament.
Logos customers have been asking for the Life Application Study Bible notes for at least nine years (https://community.logos.com/forums/t/29243.aspx?PageIndex=2). An updated and expanded 3rd edition of the Study Bible notes was just recently released so, hopefully, Logos will be able to get the licence to sell it.
In the meantime, and I know it's not the same, Zondervan's NIV Application Commentary Old Testament series may be of interest (www.logos.com/product/145479/niv-application-commentary-old-testament-22-volumes). Both Old and New Testament series are available from Logos (www.logos.com/product/37365/niv-application-commentary-old-testament-and-new-testament-42-volumes). And both are currently on sale.
