BUG: milestone vs milestone this is ridiculous

I was considering adding a readers guide to a reading plan ... only to discover it was already there complicating adding it.

Using the same milestone tagging for the text itself and for a readers' guide is ill-conceived to say the least. If milestone is to refer to the text, it should refer to the text and not discussion of the text. Yes, this also occurs in the Bible/Bible commentary relationship where it places note icons where there is no reason for them to be - the note refer to the text not to the commentary (or sometimes the reverse). I know FL is aware of the problem; I know that straightening it out is a complex project; but letting it get worse and worse is not a solution.
