In the Compare Text tool's Help card:

I would expect them to differ, specifically I would expect the second case to take me to a text based description e.g. the Help file.

I assume that the offering of two links to the same place is an error.

This is as designed.

The More link opens the Help article when offline, or when it is the only article available.

The video thumbnail and More link both link to the online support article when a more extensive introductory article has been written.
