Using reftagger with pop ups

I have some pop-ups in one of the documents on my website. None of the verse references work in 3 of the pop-ups, but they all work in one of the other pop-ups. Suggestions?

All of the pop-ups in question are under the section entitled - "3. Covenants". All 4 appear in blue text.
