Dragging and dropping

Is there a way to drag and drop an open resource into a saved layout on the ribbon?

I know I can open a saved layout and open my library, find the resource and have it populate into my saved layout, but if there's a step or two I can save then why not.

    No. That OT Survey Layout would have to be opened, then add the desired resource to the layout, then update the layout to save it.
