The contracts that FL has with the publishers are structured differently. One consequence of this is that FLEB titles are often subject to publisher sales/discounts. For example, the publisher may discount a title to $1.99 or even Free with the hope of bolstering the book's profile and having other people purchase the book at the higher rate.
