Unnecessary Step? Or am I Missing Something?

As I do my morning readings on my iPad Mini 4, I noticed something. When I click on the Favorites tab, I‘m taken here:

Clicking on that takes me here:

So, I was wondering: Is this just an unnecessary step in getting to my bookmarks? Or can I create multiple bookmark sets (which would be great when doing research)?

Any thoughts? I’ve pondered this for years, but am only getting around to asking now.
