Note Pop Up Window

I was wondering if anyone can help me with this. I'm using windows 10 on my laptop and PC. In the screenshot example that I have provide you will see by verse 17 I have a yellow box with an exclamation point. When I hover over that box that note which I added pops up and lets me see what I wrote but not the whole thing. Is it possible to make the pop up window larger (so that I don't always have to open up my notes panel)? Or even, can I make the pop up window active so I can scroll it? I know that on my mobile app I can make it active and scroll.

    I think this might be a good idea: have notes behave like footnotes on single click and just open the Notes tool on double click.
