The TOC will not extend past Zc14.1-11. Thus excluding Ml3.1; 4.1-5 and Scriptural Index altogether.
TOC in the resource and in the sidebar both work correctly for me. Logos 8.14 Beta 3; Mac OS 10.15.4

Perhaps, Jack and Mick the behavior I expect is not par. I expect that on the sidebar one should expect to move smoothly from first to last entry without having to open Zc13 to see Zc14 and so forth. I don't think it makes any difference but, I'm on Logos stable 8.13 MacOS 10.15.4.

Mine will go no lower than Zc11 whereas yours goes to the Scriptural Index!
Maybe the issue is how you got so far at all.... Your TOC in the screenshot seems to have no vertical scrollbar - not sure if they display on a Mac when the part of the screen doesn't have focus - if this is lacking, then perhaps it is the issue. Is this only happening in that book? But you are not stuck at the top, so some positioning seems to work. From your screenshot alone I can't see that Zc 11 is the end of your possibilities and what you are able to do with the TOC pane and what not.
Even disregarding the scrollbar, when I just use the up- and down arrows I can scroll from beginning to end (left and right arrows will open or close subsections). Does this stop at Zc 11, too, for you?
And of course when I scroll to the subject index in the book text itself, the TOC pane will position accordingly. Does it for you?

As with most Mac apps, the scrollbar disappears when not in use.
Beloved - a two finger swipe, while your cursor is over the TOC, should scroll it. Have you tried doing so?

This is my usual method. It doesn't work either even after rebuild. Now trying fresh install.
After two long sessions with Customer Support Team it was determined that the Program and Content Scaling needed to be set to 100%. After this the TOCs functioned normally.

Edit: Oh, it seems this is a Mac issue.
