I made a new and tried to then add an anchor via highlighted text in a footnote.

I see it as an option but it is grayed out and not available as of yet!
Scrolling view needs to be de-selected in View Settings to enable footnotes to be displayed

Footnotes can't be highlighted or have notes added. This is a long time frustration for some users. Your only option is to highlight the note indicator and make the note in the body of the resource.

Option 4 is to (cat-ily) assume the user (we know there is one) at Bellingham either doesn't take notes/highlights, or doesn't read books with extensive footnotes. I'm forever amazed about the formatting algorythm on the mobile, where the notes far exceed the text ... it's like a foot-race, whether the footnotes can catch up! A single line of text, as the footnotes are huffing and puffing with pages of discussion.

Yes, we definitely need this functionality! Thank you for raising this subject again.
Given that it has more than half the number of votes as speeding up the software,* I do have to wonder about how well that UserVoice reflects present (and past) user concerns. Maybe it needs better marketing. suggestbooks.uservoice.com took awhile (and a bunch of user-driven marketing) to get people using.
*a perennial complaint that I think only the widespread adoption of SSDs will truly solve...
